Gemeente Rotterdam is rapidly developing into one of the most digital public administrations in the Netherlands. Behind this development lies a complex identity challenge: digital services only work reliably when it is clear who a person is, which rights they need and what they are allowed to access. For the municipality, this applies not only to employees and external users, but also to citizens and businesses using digital public services.
With around 675,000 residents, 150,000 businesses, 18,000 employees and approximately 1.5 million machine identities from laptops, phones and other devices, identity management at the municipality of Rotterdam is a task with significant organizational and technical complexity.

The Challenge
In addition to employees and external users, citizens, businesses and many machine identities must also be taken into account. Identifying these identities and managing permissions and responsibilities therefore became a complex task.
Rotterdam wanted to make targeted progress in both Privileged Access Management and Identity & Access Management. For PAM, the municipality selected CyberArk, while SailPoint was chosen for IAM.
However, a previous implementation approach with an international consultancy did not progress as smoothly as expected, leading Rotterdam to bring in SITS as a new partner.
The central question: How can PAM and IAM be implemented in a large public administration in a way that truly brings together technology, business departments and operational teams?
Implementation
The next step was the implementation of SailPoint as the central IAM platform. The focus was on automating permissions and managing digital identities.
One of the first milestones was the integration of the HR system. This created a reliable basis for managing roles, responsibilities and access rights. Additional applications were then connected. Around 20 systems have already been integrated, with the long term objective of connecting more than 1.000 applications.
Alongside the technical implementation, business involvement played a central role. Requirements were gathered, processes were reviewed and the conditions for a successful rollout were established.
SITS supports the project as a partner that brings specialist expertise and works closely with the municipality’s teams to drive ongoing development.
The Result
The collaboration between Rotterdam and SITS is built on direct communication, openness and mutual trust.
At the same time, the project demonstrates the importance of combining technical expertise with organizational understanding. The municipality knows its own processes, while SITS contributes specialist expertise in IAM and PAM.
The successful collaboration creates strong foundations for continuing the development of IAM and PAM initiatives together in the years ahead.
